In-house hires give full attention but cost a full salary and lack cross-account experience. Freelancers are affordable and often skilled but carry continuity risk if they become unavailable. Agencies and specialists spread fixed costs across expertise built from many accounts, at the cost of being one of several clients.
Spend level usually decides the answer
A business spending a few hundred dollars a month rarely justifies a full-time hire, that budget is better spent through an agency or freelancer whose fee is proportional to the account size. Once monthly ad spend reaches a level where a dedicated full-time person's output would outweigh their salary, in-house starts to make more financial sense, though even then, complex accounts often keep an outside specialist involved for strategy.
